Is my geolocation database just having a bad day?

Still scratching my head about my geolocation tool's antics. Thought I had it figured out, but no dice. Honestly, the thing keeps misidentifying certain countries for specific IPs, even for major providers. It's like the geolocation database has a personal vendetta against certain regions, refusing to acknowledge reality for some addresses.

This whole situation has me wondering: what's the usual refresh cycle for these commercial IP databases anyway? Is there a common, expected delay between an IP address changing hands and that change actually reflecting in the data? And are there any providers out there notorious for slow updates or just plain peculiar mapping? Seriously hoping someone with more experience in this black magic can shed some light!
